China and the US are talking again, after the first phone call between Presidents Trump and Xi since Trump took office. But the path toward a substantive trade agreement is strewn with boulders. China has made clear it will only accept a deal that gives it concrete gains, and that it will play hardball to get there — as it showed with its rare-earth export curbs. Trump has yet to explain what he wants from China, and has to manage the conflict in his team between those that want a deal and those that want more decoupling.
